1. Define the facility and authority before the model
Document membership model, expected users, hours, peak sessions, staffing, indoor or outdoor location, changing and shower facilities, accessibility goals, and whether the plunge is part of a pool, spa, recovery, physical-therapy, or hospitality operation. These facts can change which rules and professionals apply.
Contact the health department and building authority with a site plan, equipment information, fill volume, water system, drainage, electrical scope, access plan, and intended operation. The CDC MAHC is a useful current reference, but it becomes enforceable only through local adoption or other authority. 2. Model bather load and recovery between users
Estimate peak users per hour, time between entries, daily total, water displaced, contamination load, cover-open time, cleaning closures, and seasonal variation. Ask the manufacturer to document how the tub, chiller, pump, filter, treatment system, heat rejection, and controls perform under that duty cycle.
A home product that reaches a setpoint overnight may not recover during repeated member use. Published minimum temperature is not a throughput specification. Require commercial-duty data or a written engineering basis for the expected load.
3. Design water treatment as a public-health system
Define source water, circulation, filtration, disinfectant or approved treatment, test method, automated and manual controls, sampling locations, turnover, drain and refill, backwash or filter service, chemical storage, secondary treatment, and response to out-of-range results. Follow the applicable authority and exact equipment instructions.

4. Resolve floor, drainage, and walking routes
Calculate the tub, water, occupants, equipment, platform, and concentrated bearing loads. Plan intentional overflow, splash, cover runoff, cleaning water, leaks, filter service, and emergency drain-down. Confirm waterproofing, slope, legal discharge, wall and base details, corrosion exposure, floor transitions, steps, handholds, and a clear exit.
OSHA's walking-working-surfaces standard requires workplace floors to be kept clean and, to the extent feasible, dry, with drainage and dry standing places where wet processes are used. Apply the actual workplace and local requirements with a qualified safety team. Do not place cords, hoses, mats, or stored equipment across member or staff paths.
5. Separate water from electrical hazards
Collect voltage, phase, current, wattage, circuits, conductor length, disconnects, ground-fault protection, grounding and bonding details, controls, wet-location ratings, emergency shutdown, and service clearances for every pump, chiller, light, treatment component, and accessory.
The U.S. Consumer Product Safety Commission warns that wet surfaces increase electrical risk around pools and spas and recommends qualified electrical work and protective measures. A commercial facility needs project-specific electrical design and inspection, not a claim that a model is merely plug-and-play.
6. Plan access, supervision, and emergencies
Review entry and exit, handholds, depth, seating or standing position, visibility, lighting, member circulation, door and gate control, accessibility, signage, maximum users, footwear, shower rules, prohibited behavior, health screening, staff presence, and incident response.
Decide who can close the venue, isolate power and water, call emergency services, provide first aid within their training, preserve records, and notify management. Ask the manufacturer to state in writing whether the exact model, pump, chiller, sanitation components, controls, finish, and cover are warranted for the planned users per day and operating hours.
